The New Testament states authority for leadership is conducted by a plurality (Council) of leaders (Elders) who are appointed by the local body and accountable to God.
The biblical concept of Elder is that of a shepherd and leader who serves in a mutually accountable relationship with other qualified persons, sharing equally the position, authority and responsibility of the office. All Elders are not equal in giftedness, biblical knowledge, leadership ability, or experience. There will be functional, gift-based diversity within the Elder Council without creating special titles, status or office. Elders may fill vocational and non-vocational roles.
The Elder Council has a pastoral ministry and shall have authority and responsibility to oversee all PHFBC spiritual and administrative activities unless otherwise noted elsewhere in the church's Constitution. The Elder Council may appoint various teams, committees and delegate authority as deemed necessary.
